Health Benefits Trust of North Carolina (MIT of NC)
The Health Benefits Trust provides medical, dental, vision, short term disability, long term disability and life insurance to municipal employees and their dependents.
The League's health trust was created to allow small- to mid-sized municipalities to collectively enjoy the benefits self-insuring like larger cities do while avoiding the volatility that occurs if not done collectively.

Medical – Each has complete flexibility in plan design and includes a comprehensive pharmacy benefit.
Dental – You can choose from three different plan options with or without orthodontics coverage.
Vision – We offer three plan options.
Life - Group employee life, dependent coverage and supplemental employee coverage are offered.
Disability - Short term and long term disability are available.

In the early 1980s, member cities and towns looked to the North Carolina League of Municipalities for assistance in finding an answer to the rising costs of health insurance for municipal employees. The League already instituted a self-pooled program for workers' compensation insurance, but health care became a large problem for municipalities, especially the smaller towns.
The Municipal Insurance Trust of North Carolina was established in 1983 by the League as an alternative method for local governments to offer health, dental, life and disability benefits to municipal employees. Sponsored by the League and administered by its Risk Management Services department, the Municipal Insurance Trust is comprised solely of local governmental entities and is not available to the general public or private businesses.
Local governmental entities include cities, towns, villages, housing authorities, water and sewer districts, councils of government, transit authorities, ABC boards, regional libraries of North Carolina and other eligible municipal organizations.
